Foreseeable iCloud problem

so have been reading several (confusing me) threads regarding multiple users multiple devices , sharing or not sharing apple id , icloud id. , on apple website saw states :

note: can switch apple id use store purchases @ time. however, can change account use itunes in cloud features once every 90 days.

mean can associate 1 icloud id each computer?

original goal use main mac hub 2 iphones (soon iphone 4s's) , original ipad, each using same apple id (for itunes purchases) , each seperate icloud id. lol why cant there simple solution this?
 

that applies iphone, ipod touch, , ipad. may assign 1 icloud id each of devices, , can't change 90 days.

can access many icloud accounts want computer, want.

Permissions Problem?

hello. unable log on computer. took mac store , said had problem permissions. reset computer's permissions , able log onto computer. however, since dock resets day had permissions problem. example, had various cs5 programs on dock. when upgraded cs5.5, replaced cs5 shortcuts cs5.5 counterparts. however, when restarted computer, cs5 icons still there. also, whenever restart computer, browser history resets whatever on day encountered permissions problem. can not save bookmarks. also, files required type in password whenever try moving or deleting file. there other problems wanted see if knows problem have before adding more problems. thank   Forums Macs macOS macOS iPhone Mac OS & System Software iPad Apple Watch Notebooks iTunes Apple ID iCloud Desktop Comput...

iPhone won't sync with iTunes
