360-degree scrolling behavior

i might crazy, have sworn in earlier versions of os x, 360-degree scrolling behaved differently way does...

before, thought, this—if started scrolling vertically, locked vertical scroll; if started scrolling horizontally, locked horizontal scroll. if started scrolling diagonally, on other hand, have 360-degree freedom pan page or image below screen naturally. now, latter behavior seems default—there's no way lock-in vertical scrolling.

liked old way because if had web page zoomed in, scroll down naturally while reading without accidentally pushing image off side if accidentally didn't move fingers in straight line.

know i'm talking about? there way change setting?

so tried test it. zoomed in on page, , won't let me scroll 2 directions simultaneously. seems locked in me. maybe it's 1 of settings?
