What happens when Time Machine deletes old backups


i haven't had luck finding answer question. when backup drive full , starts delete old backups, still keep @ least 1 copy of files?

example, if backed of photos on first backup, photos no longer backed once runs out of space , deletes first backup.
 

as long have big enough time machine drive, have latest version of file

eg, works (more it)

if add 10 photos library in september, these backup up.
if change these once per day during month have 30 versions of these stored on time machine , can restore these pictures time during month

if start running out of space, give me last 15 days worth of pictures (as example)

, getting more drastic, have last version of file on backup if low on space

if (if drive bigger internal) give @ least latest version of file
