Unable to access Updates page in App Store

weird issue can't find solution online @ all. when launch app store , go updates page starts load updates title @ top forwards purchases screen. problem page formatting isn't rendering right because should have title bar @ top says purchases arrow 'updates'.

short of restoring phone factory don't know do. formatting bug seems stuck in phones memory. force quitting app, force shutting down phone, nothing works.
