apple has begun offering micro usb adapters iphone, shipping october 14 eu customers. adapter costs £8 or eur9 , should included in iphone 4s when ships later month.
support micro-usb charging via adapter, rather plugging directly phone, allowed eu policy. apple isn't required include actual micro-usb port directly on iphone.
